The P3A promotes an ongoing collaboration between the public and private sectors to offer a higher quality standard of life. The partnership between these two sectors is key to promoting sustainable economic impact and establishing Puerto Rico as a global competitor in infrastructure development. Depending on the private sector’s innovation, some P3 models include one or more stages, including design, construction, operation, financing, and maintenance.

A Public-Private Partnership Authority, better known as a P3A, is a contractual agreement between a government agency and a private entity to provide works or services in Puerto Rico for an established period of time. It is a project delivery method that is not privatization. The P3A allows for a performance-based contract; and lifecycle procurement approach that guarantees performance from the consortium.

To fill out any of these forms visit the Future P3 page on the main menu and under Process for P3A Application. The Proponent shall be a person authorized to do business in the Commonwealth of Puerto Rico and comply with the requirements of the Public-Private Partnership Act. Firstly a procedure for requests for proposals should be posted by the P3A based on qualifications or the best value in proposals or both. Once the Authority completes the Proponent qualification procedures, the Authority shall proceed with the proposal evaluation and selection.

The Authority shall establish and announce a dedicated time window during any calendar year for acceptance of Unsolicited Proposals. Any idea for a P3 Contract will need to comply with certain federal and local requirements and regulations, including PROMESA. It should be prepared by a Proponent for a project that has not been selected for a RFP or listed as a Potential Projects to be Priority Project.
