What is an Unsolicited Proposal?

An unsolicited proposal is a written submission from a private entity to the P3A. It should propose a public-private partnership project for the government. Unsolicited Proposals may not be submitted in response to Priority Projects or early stage capital infrastructure projects that the Authority or other Government Entity are studying.

The Unsolicited Proposal:

Must address a public need or interest by showing improvement in service

Should be financially feasible and sustainable, shall be aligned with Puerto Rico’s Economic and Fiscal Plan

Must include technical and infrastructure impact, showing high-quality and innovative solutions that address challenges

Submission Process Documents

The following documents outline the process and guidelines for Unsolicited Proposals.

Submission Process

The P3A will determine if the Unsolicited Proposal complies with all the requirements of the Law and the Regulation of public policy to proceed with the evaluation.

Submit Proposal

Prepare a comprehensive document including the technical feasibility, financial model and environmental impact. Upon reception of an Unsolicited Proposal, the Authority will assemble an Unsolicited Proposal Review Commitee.

Review and Evaluation

P3A will conduct an assessment to determine if the requirements are met. Unsolicited Proposal Review Commitee will undertake the Content Review of the Unsolicited Proposal applying the Eligibility Criteria and will make a recommendation to the Executive Director of the Authority.

Decision and Next Steps

P3A notifies proponent of decision and if it approved the Authority starts the development and structuring of the Study of Desirability and Convenience and submit it to the Board of Directors of the Authority for approval in order to proceed to the Procurement Stage.
