Energy Czar and Executive Director of the Public-Private Partnerships Authority, Engineer Josué Colón Ortiz, shared an assessment of the current state of Puerto Rico’s electrical system and the significant improvements underway with a congressional delegation comprising Representatives Bennie Thompson, Nellie Pou, and Troy Carter, alongside Resident Commissioner Pablo José Hernández. During the presentation, Engineer Colón Ortiz highlighted key advances aimed at strengthening the capacity, stability, and resilience of the island's energy system. Noted achievements include the recovery of approximately 1,660 megawatts of generation capacity through the repair of critical units, the addition of 530 megawatts of battery storage systems, and the arrival of 244 megawatts of new reserve generation.

Officials Address Court Ruling on LUMA Case at “En Récord” Conference

The Energy Czar and Executive Director of the Public-Private Partnerships Authority, Eng. Josué A. Colón Ortiz, took part in the “En Récord” press conference, alongside the Secretary of the Governor’s Office, Lcdo. Francisco Domenech; the Secretary of Public Affairs, Jean Peña Payano; the Secretary of Health, Dr. Víctor Ramos; the Secretary of Housing, Lcdo. Luis Augusto Martínez; and the Executive Director of the Office of Management and Budget, Orlando Rivera Berrios. During the conference, several matters were discussed, including Judge Laura Taylor Swain’s decision to reaffirm that the Court of First Instance of San Juan is the proper forum to hear the lawsuits filed by the government against the private operator of the electric transmission and distribution network, LUMA Energy, LLC, for breach of contract, among other issues.

The Puerto Rico Federal Affairs Administration and U.S. Army Corps of Engineers Visit the San Juan Power Plant

The Energy Czar and Executive Director of the Public-Private Partnerships Authority, Josué A. Colón Ortiz, P.E., joined by representatives from the Puerto Rico Federal Affairs Administration (PRFAA) and the U.S. Army Corps of Engineers, visited the San Juan Power Plant operated by Genera Puerto Rico to welcome a delegation of Chiefs of Staff from the U.S. Senate, the Western Caucus Foundation, and The LIBRE Initiative. During the visit, Genera Puerto Rico’s technical team provided a briefing on the island’s power generation system, including ongoing projects and planned initiatives to strengthen energy capacity. The delegation also toured the San Juan plant and New Fortress Energy facilities to observe current operations. The visit highlights ongoing collaboration, transparency, and oversight efforts aimed at advancing strategic energy projects and supporting the development of a more reliable energy system in Puerto Rico.

The agreement replaces the original 15-year proposal, reduces projected costs from over $20 billion to approximately $4 billion delivering $16 billion in savings shortens the contract term, eliminates exclusivity, and establishes more competitive pricing. Puerto Rico P3 Authority Seeks Private Sector Comments to Establish a Public Safety Training Center

The Puerto Rico Public-Private Partnerships Authority (P3A), in coordination with the Departments of Public Safety and Correction and Rehabilitation, invited private-sector input on a proposed public-private partnership to establish a Public Safety Training Center. The initiative aims to assess market interest and feasibility for a privately developed, financed, built, operated, and maintained facility potentially including the Police Academy in Gurabo to enhance professional training and public safety services across Puerto Rico.

Governor Rosselló Announces Beginning of Request for Qualifications for the Transformation of the Electric Power System

Governor Ricardo Rosselló announced the launch of the request for qualifications (RFQ) process to select private companies to manage and operate Puerto Rico’s electric transmission and distribution system through a Public-Private Partnership. Governor Rosselló announces high interest of the private sector in P3 for the transmission and distribution system of PREPA

Governor Ricardo Rosselló Nevares announced that three experienced consortia were qualified to advance to the next phase of the public-private partnership process to operate and modernize the cruise terminals in San Juan Bay. The initiative seeks to transform and manage multiple cruise piers through private investment, enhance operational excellence, and strengthen Puerto Rico’s tourism infrastructure, supporting economic growth and positioning the Island’s ports at a world-class level.
