The numbers tell the story of our electrical system's transformation. ⚡️ In the first 20 months of work, Puerto Rico has recovered nearly 1,900 MW of generation, reached up to 3,793 MW of integrated available capacity and put 530 MW of battery storage systems on track to strengthen the system's stability and reserves. On top of this are 244 MW of new fast-response and reserve generation, along with more than $2.1 billion in federal investment for these battery projects and new generation units. As part of ongoing efforts to strengthen Puerto Rico’s energy infrastructure, Energy Czar and Executive Director of the Puerto Rico Public-Private Partnerships Authority, Eng. Josué A. Colón Ortiz, conducted inspection visits to renewable energy projects being developed by AES Clean Flexible and CIRO Group in the municipalities of Guayama and Salinas. These projects are currently in their final stages of construction and undergoing testing and are expected to contribute more than 300 MW of generation capacity and nearly 400 MW of battery energy storage to Puerto Rico’s electrical system. Together, the initiatives represent approximately $1.8 billion in private investment.

Governor Jenniffer González Colón, together with Genera PR, formally launched construction of the "Peakers" fast-start generation projects and the battery energy storage system (BESS) at Costa Sur Power Plant, as part of the federally funded plan to modernize the electrical system. The "Peakers" project at Costa Sur has $446.2 million in funding and is expected to be in operation by the end of 2027, while the BESS will have a capacity of 30 megawatts with a federal investment of $72.8 million. Island-wide, the "Peakers" program will add 244 megawatts of flexible generation.

The Puerto Rico Energy Bureau approved the conversion of units 3 and 4 of the Palo Seco Thermoelectric Power Plant to operate on natural gas as their primary fuel, a new milestone in the energy system transformation driven by the administration of Governor Jenniffer González Colón. The units, each with an approximate capacity of 216 megawatts, will be able to operate at a lower production cost, making it easier for the savings to be reflected in electric service. Genera PR estimates that both units will be converted by the end of 2026, once the EPA grants the corresponding permits.

The Court of Appeals unanimously dismissed the lawsuit filed by the Center for Investigative Journalism (CPI) against La Fortaleza over the protocol established for journalists' access to press conferences. The appellate court determined that an adequate administrative remedy existed to obtain accreditation and that requiring the press credential issued by the Department of State is a reasonable measure that does not limit freedom of the press. La Fortaleza reiterated that the credential is not a requirement to practice journalism, but rather part of the protocols for orderly access to press areas.

The Puerto Rico Energy Bureau rejected the rate increases requested by the entities that make up the electrical system, in line with Governor Jenniffer González Colón's public policy of stabilizing the system with the least possible impact on consumers' pockets. According to the Bureau, the redistribution of system costs will not have a substantial impact on the average residential customer's bill. The governor reaffirmed that her administration will not allow the costs of operational inefficiencies to be passed on to citizens.

The U.S. Department of Energy (DOE) renewed two emergency orders under Section 202(c) of the Federal Power Act to continue strengthening Puerto Rico's power grid in the face of increased demand during the summer and the 2026 hurricane season. The orders, in effect from May 12 to August 9, 2026, authorize the Puerto Rico Electric Power Authority (PREPA) to dispatch essential generation units and to continue vegetation management work to reduce outages. In her Second State and Budget Address, Governor Jenniffer González Colón reported that the electrical system added 1,667 megawatts of generation with the return of critical units at the Palo Seco, Mayagüez and Cambalache power plants, and announced that an additional 937 megawatts will be brought online in the coming months.
